Overview

AI-generated overview

Scores LLM output against safety and quality rule sets, returning pass, fail or review verdicts with a recommended action.

What you can do
Exposes the Overwing API as MCP tools. evaluate scores one text against a rule set and returns a verdict, aggregate score, confidence, per-rule results and a recommended action (block, redact, review or allow); evaluate_batch scores up to 50 texts at once. Rule sets can be listed, read and created, and stored evaluations read back. Further tools cover the Atlas registry of AI crawlers, Beacon site reachability checks, Preflight checks for Solana transactions and x402 payments, and Tower setup and operations against a mock legacy system.
When to use it
Use it when an assistant produces text that should be screened before it ships, such as replies, summaries or outbound messages, and you want a typed verdict rather than a free-form judgement. Also relevant if you need to identify AI crawlers by User-Agent, check whether a site is reachable by agents, or gate Solana transactions and x402 payments before signing.
Requirements
Runs as a remote endpoint at overwing.ai/mcp (Streamable HTTP) or as a local npm package overwing-mcp via npx, requiring Node 20+. No key is needed for evaluate, atlas_lookup, atlas_summary, list_plans, create_account, the beacon tools and several preflight tools, each limited to 10 calls a day. Higher limits and most other tools need OVERWING_API_KEY (or an Authorization bearer header); Tower needs OVERWING_AGENT_KEY. OVERWING_BASE_URL points at a self-hosted deployment.
Before you install
Text sent to evaluate leaves your machine and goes to the Overwing API and then to TypeSafe's Jev model. Without a key it is not stored; with a key the text, context and verdict are stored until deleted, unless store: false is passed or store_inputs is disabled on the organization. preflight_check sends the unsigned Solana transaction and policy for simulation, and its verdict is published without wallet or amounts; no tool accepts a private key. Paid plans start at $29/month, and the service is

Installation

In SourceWeft

  1. Open Overwing in the dashboard and add it to a workspace.
  2. Enable the server for the chats that should use its tools.

Web executable via Streamable HTTP. Remote servers run from the web runtime once configured in a workspace.

Use with an agent

Paste this prompt into Claude Code, Codex, Cursor or another agent — or into SourceWeft chat. The agent reads this server's install guide, shows you its publisher, endpoint and sign-in, and adds it to your client once you agree. Keys never go into a command.

Read https://sourceweft.com/mcp/ai.overwing%2Fmcp/install.md and connect the MCP server it describes to my client. Before changing any config, show me its publisher, endpoint and sign-in method and wait for my OK. Never put an API key in a command or in a file I would commit; ask me where it should come from.

Read the install guide the agent follows

Overwing is an API that checks what your model said before it ships. This package exposes it to any MCP-capable agent: Claude Desktop, Claude Code, Cursor, Windsurf, VS Code, OpenAI's Agents SDK, and anything else that speaks the Model Context Protocol.

  • Real verdicts, not vibes. Every rule returns a typed answer, a probability, and a confidence. fail means a rule matched; review means it was unsure; pass means neither.
  • Prebuilt content-safety and outbound-message rule sets: toxicity, personal data, confidential leaks, self-harm, sexual content, severity. Or write your own rules in plain language.
  • Built for agents. Sign up, pay, evaluate, rotate keys, and cancel, all as JSON. No CAPTCHA, no browser required. See overwing.ai/llms.txt.

Try it without installing anything: paste text into the console at overwing.ai.

Hosted, no install

The same 41 tools are served at https://overwing.ai/mcp (Streamable HTTP). Point any client that takes a remote MCP URL at it:

bash
claude mcp add --transport http overwing https://overwing.ai/mcp

No key is needed for evaluate, atlas_lookup, atlas_summary, list_plans, create_account, the three beacon_ tools, and preflight_verdict, preflight_report, preflight_record and preflight_overview. For the rest, send Authorization: Bearer ow_live_... on the connection.

Install

It works with no API key: evaluate and atlas_lookup each run 10 times a day free, and text sent without a key is not stored. For more, get a key at overwing.ai/login, or let your agent make its own account with the create_account tool. That account has no email: nothing is sent to anyone, and the key is returned once. The same call from a shell:

bash
curl -X POST https://overwing.ai/api/v1/signup

Put the key in OVERWING_API_KEY. An account with no email starts at 50 evaluations a day; proving a domain (prove_domain, verify_domain) raises it to the normal free limits and makes a lost key recoverable.

Claude Code

bash
claude mcp add overwing -e OVERWING_API_KEY=ow_live_... -- npx -y overwing-mcp

Claude Desktop, Cursor, Windsurf, VS Code (any JSON-configured client)

json
{  "mcpServers": {    "overwing": {      "command": "npx",      "args": ["-y", "overwing-mcp"],      "env": { "OVERWING_API_KEY": "ow_live_..." }    }  }}

Set OVERWING_BASE_URL to point at a self-hosted deployment. Requires Node 20+.

For Overwing Tower, set OVERWING_AGENT_KEY=ow_agent_... to operate as an existing agent. Without it, tower_create_agent mints a key with the organization key and keeps it in memory for the session.

evaluate, atlas_lookup, atlas_summary and list_plans work with no key at all.

For Overwing Preflight, preflight_check needs OVERWING_API_KEY; the other preflight_ tools need no key. No Preflight tool takes a private key, and none should ever be given one.

The text can be in any language. It was tested on 2026-09-29 in Spanish, Portuguese, French, German, Japanese, Simplified Chinese, Korean, Arabic and Hindi: a small test, not a benchmark. Results come back in English.

Tools

ToolWhat it does
evaluateScore one text against a rule set. Returns the verdict, a recommended_action (block, redact, review, or allow), aggregate score, confidence, latency, and per-rule results with each rule's action. Takes an optional context object (recipient, channel, ownership) that context-aware rule sets such as outbound-message read, and store: false to run the check without keeping the text.
evaluate_batchScore up to 50 texts in one call, with a summary and per-item verdicts and recommended actions.
list_rule_sets · get_rule_set · create_rule_setBrowse the prebuilt set or define your own rules: yes/no questions, classifications, or scored scales.
get_evaluation · list_evaluationsRead stored results, filter by verdict or rule set, page with a cursor.
create_account · prove_domain · verify_domainAn account for the agent itself, with no email: create_account returns a key and sends nothing to anyone. Proving a domain (a DNS TXT record or a file) takes the place of the email: it raises the limits, opens full Beacon reports, and makes a lost key recoverable.
atlas_lookupOverwing Atlas: say what a User-Agent string claims to be and whether the claim can be trusted (Web Bot Auth, spoofable string, or unattributable). Works with no key, 10 a day; 100 a day with a free key.
atlas_agents · atlas_summarySearch the registry of AI crawlers, fetchers and browser agents; get traffic shares, sector field-scan headlines, and the agent-spending summary.
atlas_register_agent · atlas_verify_registration · atlas_list_registrations · atlas_withdraw_registrationAdd an agent you operate to the Atlas registry, free, so a lookup of its User-Agent names you. Register it, publish the value you are given at the operator's domain (a DNS TXT record or a file), then verify. Needs OVERWING_API_KEY.
beacon_start · beacon_report · beacon_sampleOverwing Beacon: is a site reachable by agents? Checks robots.txt, llms.txt, the MCP server card, endpoint and Registry listing, the A2A agent card and OpenAPI, and how the home page reads to a model. A check is free: beacon_start returns an id and beacon_report runs the check and returns the report. With OVERWING_API_KEY it is the full report, saved to your dashboard; with no key it is the summary (the score, the three answers and the first fix). beacon_sample is a real report in full.
feedbackTell the people who run Overwing what went wrong: a wrong verdict, an error you could not act on, a payment you could not make. No key needed.
preflight_checkOverwing Preflight: should the agent sign this Solana transaction? Give it the unsigned transaction in base64 and a policy: the wallet to protect, the most SOL that may leave it (max_sol_out, fees included, or max_sol_out_lamports), and optionally max_token_out, min_token_in, allowed_programs and allow_delegation. It simulates the transaction and answers allow or refuse with every reason. Sign only on allow; a refusal, an error or anything else means do not sign. A verdict is valid for about two minutes. It never takes a private key. One check counts as one evaluation. Needs OVERWING_API_KEY.
preflight_paymentShould the agent sign this x402 payment? Reads the 402's terms and checks the payee against x402-list's directory and the server's own manifest, and the price against the record. allow, review or refuse with reasons. No key needed.
preflight_verdict · preflight_report · preflight_record · preflight_overviewPreflight's public side, with no key: read one published verdict, report the transaction that landed after a verdict (by its signature) to learn whether the verdict held, read the record of every verdict and miss, and read the overview of policy fields, reason codes, limits and prices.
tower_load_template · tower_create_agent · tower_list_agents · tower_revoke_agentOverwing Tower setup, with the organization key: load the starter order-entry workflow, then mint a scoped agent identity. The new agent key is used for the rest of the session.
tower_capabilities · tower_decide · tower_submit_action · tower_get_action · tower_compensateOverwing Tower operations, with the agent key: see which operations you may call and their input schemas, ask how a request would be ruled, submit it (executed, pending human review, or rejected), poll it, undo it.
tower_get_receipt · tower_verify_receiptsRead a signed receipt, or recompute every hash and signature in the chain.
get_usage · whoami · list_plansToday's quota, the org behind the key, and the public plan catalog.

Data handling and security

What this server does on your machine: it reads three environment variables (OVERWING_API_KEY, OVERWING_AGENT_KEY, OVERWING_BASE_URL) and makes HTTPS requests to the Overwing API. It reads no files, runs no commands, and talks to no other host. It has two runtime dependencies (@modelcontextprotocol/sdk, zod), and the whole server is one file: src/index.ts.

What happens to text you evaluate:

  • It is sent to the Overwing API, and from there to TypeSafe, whose Jev model produces the verdict. It is not used to train models.
  • Without a key the text is never stored.
  • With a key the text, context and verdict are stored so you can read them back with get_evaluation, until you delete them. To change that:
    • pass store: false to evaluate or evaluate_batch to keep no text or context for that call;
    • set store_inputs: false on the organization (PATCH /api/v1/org, or the dashboard) to keep none at all;
    • set retention_days on the organization to delete evaluations after that many days.
  • A Solana transaction you check with preflight_check is sent to the Overwing API with its policy, and simulated against a Solana node. What is published is the verdict: its id, decision, reason codes, programs and the transaction's digest. Never the wallet, the amounts or the transaction. No private key is ever sent, and the tool does not accept one.
  • Traffic is encrypted in transit (TLS) and the database is encrypted at rest (AES-256).

Give your agent a restricted key. A key with scope evaluate can run checks and read rule sets, and cannot read stored evaluations, change rule sets, manage keys, webhooks or billing, or delete anything:

bash
curl -X POST https://overwing.ai/api/v1/api-keys \ -H "Authorization: Bearer ow_live_..." -H "Content-Type: application/json" \ -d '{"name":"agent","scope":"evaluate"}'

Overwing is a young service and has not had an independent security audit. The full picture, including subprocessors and what we have not done, is at overwing.ai/security; the privacy policy is at overwing.ai/privacy. To report a vulnerability, see SECURITY.md.

Example

Ask your agent:

Check this reply before I send it: "Reach me at [email protected] or 555-0142 to sort out the refund."

It calls evaluate and gets back:

Verdict: FAIL score=0.82 confidence=0.97 251ms toxicity: pass (answer="safe", confidence=1) pii_detected: fail (answer=true, confidence=0.98) self_harm: pass (answer=false, confidence=1) sexual_content: pass (answer="none", confidence=1) severity: pass (answer=0.03, confidence=0.97)

How verdicts work

Each rule has a fail condition, an optional review threshold, and a weight.

  • fail: a rule's fail condition matched. Block it, redact it, or regenerate.
  • review: nothing failed, but a rule's confidence was below its threshold. Route to a person or a slower model.
  • pass: everything else.

Every rule also carries an action (block, redact, or review), and the response rolls them up into one recommended_action: block beats redact beats review beats allow. Branch on that field. Pass a context object (recipient, channel, owns_contact_info) with the outbound-message rule set and its rules read it, so a customer's own phone number in a reply to that customer is not flagged.

aggregate_score is 0 to 1 (pass = 1, review = 0.5, fail = 0 per rule, weighted). confidence is the minimum across rules.

evaluate

Evaluate text

Works with no API key: 10 evaluations a day, inputs up to 2,000 characters, and the text is not stored. With a key: 250 a day and up, inputs up to 100,000 characters, and your own rule sets. Score any text (typically an LLM's output) against an Overwing rule set. The text can be in any language; tested in Spanish, Portuguese, French, German, Japanese, Chinese, Korean, Arabic and Hindi. Results come back in English. Returns an aggregate verdict of pass, fail, or review, a recommended_action (block, redact, review, or allow), and per-rule answers with probability, confidence, and the rule's action. Act on recommended_action: block means do not send, redact means remove the flagged content and resend, review means ask a human or a slower model, allow means proceed. Prebuilt sets: 'content-safety' (toxicity, PII, self-harm, sexual content, severity) and 'outbound-message', which also takes a context object (recipient, channel, owns_contact_info) so PII that the recipient already owns is not flagged.

Parametersinputrequiredstorecontextmetadatarule_set

evaluate_batch

Evaluate many texts

Score up to 50 texts against one rule set in a single call. Each item counts as one evaluation. Returns a summary plus per-item verdicts; items can fail independently. Needs an organization key.

Parametersitemsrequiredstorecontextrule_set

list_rule_sets

List rule sets

List the prebuilt and custom rule sets available to this organization. Needs an organization key.

Parametersinclude_inactive

get_rule_set

Get rule set

Fetch a rule set with its full rule definitions. Use 'content-safety' as a worked example when writing your own. Needs an organization key.

Parametersslugrequired

create_rule_set

Create rule set

Create a custom rule set with 1 to 25 rules. Each rule is a choice (pick one option), score (position on an ordered scale), or noul (yes/no) question with a fail condition, optional review threshold, weight, and action (block, redact, or review) that callers should take when it fails. Rule instructions may reference `context.*` fields that callers pass with each evaluation. Needs an organization key.

Parametersnamerequiredslugrequiredrulesrequireddescription

get_evaluation

Get evaluation

Fetch a stored evaluation by id, including the original input and per-rule results. Needs an organization key.

Parametersidrequired

list_evaluations

List evaluations

List recent evaluations, newest first, with optional verdict and rule set filters. Use next_cursor to page. Needs an organization key.

Parameterslimitcursorverdictrule_set

get_usage

Get usage

Daily usage, remaining quota for today, and plan limits. Needs an organization key.

Parametersdays

whoami

Who am I

Identify the organization and plan behind the API key on this request, the key's scope, the organization's data settings (store_inputs, retention_days), and whether billing is set up. Needs an organization key.

Takes no parameters.

create_account

Create your own account (no email)

Create an Overwing account for yourself, with no email: an organization and an API key, returned once. Nothing is sent to anyone. Use it when you have no key and nobody has given you one; do not create a second account if you already have a key (whoami says which account a key belongs to). The key is the account, so store it at once: with no email there is no reset link. It starts at 50 evaluations a day with Beacon summaries; proving a domain (prove_domain, verify_domain) raises that to the normal free limits and full Beacon reports, and makes a lost key recoverable. This server does not keep the key: send it as Authorization: Bearer on the MCP connection for the tools that need one. Tell the person you work for that you made the account and where the key is kept. No key needed.

Parametersorg_nameuse_for_session

prove_domain

Prove a domain for your account

Begin proving that your account controls a domain. For an account with no email the domain stands in for one: it raises the limits to the normal free tier, opens full Beacon reports, and lets a lost key be replaced. Returns one value to publish at the domain, as a DNS TXT record or as a file under /.well-known; then call verify_domain. One domain belongs to one account. Calling again for the same domain returns the same value. Needs an organization key.

Parametersdomainrequired

verify_domain

Verify the domain proof

Look for the value prove_domain asked for, at the domain. Found: the domain is the account's. Not found: an error saying what was looked for; DNS changes can take a few minutes, and calling again is safe. Needs an organization key.

Takes no parameters.

list_plans

List plans

Public plan catalog: prices, daily limits, and per-minute burst limits. No API key needed.

Takes no parameters.

atlas_lookup

Identify a user agent (Overwing Atlas)

Say what a User-Agent string claims to be and whether the claim can be trusted, from the Overwing Atlas registry of AI crawlers, fetchers and browser agents. Returns the claimed agent, operator, purpose class, verification method (Web Bot Auth signature, user-agent string only, or unattributable) and a trust note. Works with no API key: 10 lookups a day. With a key, metered per day by Atlas tier: free 100, Pro 10,000, Team 100,000. Use it when deciding whether to serve, block, or pay-gate a request, or to understand who is hitting a site.

Parametersuser_agentrequired

atlas_agents

Search the agent registry (Overwing Atlas)

Browse or search Overwing Atlas, the registry of AI crawlers, fetchers and browser agents: name, operator, user-agent tokens, Web Bot Auth key directory, robots.txt behaviour, and (with Atlas Pro or Team) purpose class, verification, evasion flags and traffic shares. Filter by free text, purpose (training, search, browser, coding), operator, or verification. Needs an organization key.

Parametersqlimitpurposeoperatorverification

atlas_register_agent

Register your agent (Overwing Atlas)

Add an agent or crawler you operate to the Overwing Atlas registry, free, so a site that looks up its User-Agent learns who runs it. Give the agent's name, the operator (the company or person running it), the operator's domain, and the token the User-Agent carries (the product name, such as AcmeBot). The answer carries one value to publish at that domain, as a DNS TXT record or as a file under /.well-known, to prove control of it; then call atlas_verify_registration. A token may not match, contain, or sit inside one already in the registry. This proves control of the domain, not that any given request is yours: the entry is listed as user-agent only unless key_directory_url is a Web Bot Auth key directory on that domain. Only register agents you or your operator actually run. Needs an organization key.

Parametersnamerequireddomainrequiredtokensrequiredpurposeoperatorrequiredpolicy_urluser_agentdescriptionkey_directory_urlfollows_robots_txt

atlas_verify_registration

Verify and publish a registration (Overwing Atlas)

Look for the proof at the operator's domain: the DNS TXT record or the file that atlas_register_agent asked for. Found: the entry is published in the registry, or held for a person when the operator name already belongs to someone. Not found: an error saying what was looked for; DNS changes can take a few minutes, and calling again is safe. Needs an organization key.

Parametersidrequired

atlas_list_registrations

List your registered agents (Overwing Atlas)

The agents this organization has registered in Overwing Atlas, newest first, each with its status (pending_verification, pending_review, published, rejected) and, while unverified, the value to publish at the domain. Needs an organization key.

Takes no parameters.

atlas_withdraw_registration

Withdraw a registration (Overwing Atlas)

Withdraw a registration. A published entry leaves the registry, so lookups stop naming the agent; an unfinished request is abandoned. This cannot be undone: register again to put it back. Needs an organization key.

Parametersidrequired

atlas_summary

Agent traffic and spending summary (Overwing Atlas)

Public numbers from Overwing Atlas: registry counts by purpose and verification, published browser-agent traffic shares, sector field-scan headlines (e.g. how many OSINT sites carry AI-crawler rules or any agent-payable surface), and the summary of the Agent Consumers report on what agents actually spend. No key needed.

Takes no parameters.

beacon_start

Start a reachability check (Overwing Beacon)

Overwing Beacon answers one question about a site: is this product reachable by agents? It checks robots.txt rules for AI agents, llms.txt, the sitemap, the MCP server card, hosted MCP endpoint and MCP Registry listing, the A2A agent card, OpenAPI discovery, and how the home page reads to a model, then returns three answers (find, read, use), a score and the fixes worth making. This tool starts a check and returns its id; it is free. Then call beacon_report with the id, which runs the check (about twenty seconds). With an Overwing key on the connection beacon_report returns the full report and the check is saved to that dashboard; with no key it returns the summary: the score, the three answers and the first fix. A key is free (POST /api/v1/signup). An agent with a wallet and no account can instead pay $1 in USDC over x402 and get the full report in one call: GET /api/x402/beacon?url=<site>. Call beacon_sample to see a real report in full. No key needed.

Parametersurlrequired

beacon_report

Read a reachability report (Overwing Beacon)

The report for a check started with beacon_start. The first call runs the check. With an Overwing key on the connection: score (0 to 100), verdict (yes, partly, no), the find / read / use answers, every check with what was found and a fix when it did not pass, and top_fixes ranked by value. With no key, the summary of the same report: score, verdict, the three answers and the first fix (access=summary). Answers 202 while the check is running (ask again in a few seconds). No key needed for the summary.

Parametersidrequired

feedback

Tell Overwing what went wrong

Send one message to the people who run Overwing: a verdict you think was wrong, an error you could not act on, a payment you could not make, a tool that did not do what its description says. Read by a person, not answered automatically; give a contact if you want an answer. No key needed.

Parametersaboutcontactmessagerequiredevaluation_id

beacon_sample

Sample reachability report (Overwing Beacon)

A real Overwing Beacon report, free: the check of overwing.ai itself, refreshed daily. Read it to see exactly what a full report holds before starting a check. No key needed.

Takes no parameters.

preflight_payment

Should I sign this x402 payment? (Overwing Preflight)

Call this with the 402 you were given, before signing an x402 payment. It reads the terms (network, asset, amount, payee, timeout, resource) and answers allow, review or refuse with reasons: the terms against your policy, the payee against x402-list's directory (verified delivery, recorded settlements, buyers, shared payout addresses) and the server's own /.well-known/x402 manifest, and the price against what is recorded for that endpoint. Not a simulation and not a guarantee. Sign only on allow; on review, ask the person you work for. No key needed for a few checks a day.

Parameterspolicynetworkrequested_urlpayment_requiredrequired

preflight_check

Check a Solana transaction before signing it (Overwing Preflight)

Call this before signing any Solana transaction. Overwing Preflight simulates the unsigned transaction against the chain as it is now, works out what it would take from the wallet you name (SOL, tokens, and control of its token accounts) and answers allow or refuse against your policy, with every reason. Sign only if decision is "allow". Treat a refusal, an error, or anything else as do not sign. A verdict describes one moment and covers a transaction that lands within about two minutes, so sign and send at once or check again. This tool takes the serialized transaction and a policy; it never needs a private key and must never be given one. One check counts as one evaluation. Needs an organization key.

Parameterspolicyrequiredtransactionrequired

preflight_verdict

Read a published verdict (Overwing Preflight)

The public record of one Preflight verdict: its decision, reason codes, the programs the transaction would run, the transaction's digest, our signature, and every landed transaction reported against it. Never the wallet, the amounts or the transaction. No key needed.

Parametersidrequired

preflight_report

Report the transaction that landed (Overwing Preflight)

After a transaction that Preflight allowed has landed, report its signature. Preflight reads the landed transaction from the chain and says whether the allow held: not_a_miss, or miss when it took more from the wallet than the policy permitted. The outcome is published. A covered miss is paid to the wallet in the verdict, never to whoever reported it. No key needed.

Parametersidrequiredsignaturerequired

preflight_record

The public record (Overwing Preflight)

Everything Preflight has said and how it held up: counts of verdicts and misses, every miss with what the chain showed, the latest verdicts, and what the guarantee's reserve holds. Read it before deciding whether to rely on Preflight. No key needed.

Takes no parameters.

preflight_overview

What Preflight checks and how to call it (Overwing Preflight)

The reference for Overwing Preflight: every policy field, every reason code a refusal can carry, what a verdict does and does not promise, the price, and the terms of the guarantee. Read it once before the first preflight_check. No key needed.

Takes no parameters.

tower_load_template

Load the starter workflow (Overwing Tower)

Set up Overwing Tower for this organization by loading the starter workflow: email purchase order to order entry, with create_order, update_order and cancel_order against a mock IBM i system, and a starter policy. Idempotent. Needs an organization key. Returns a sample input you can submit. Next: tower_create_agent.

Takes no parameters.

tower_create_agent

Create an agent identity (Overwing Tower)

Create a scoped agent identity and its key. Needs an organization key. Scope it to the operations the agent needs (for example create_order) rather than * where you can. The key (ow_agent_...) is returned once, in this result, and this server does not keep it: store it, and send it as the Authorization bearer on a connection used for the agent tools (tower_capabilities, tower_decide, tower_submit_action, tower_get_action, tower_compensate, tower_get_receipt, tower_verify_receipts). Revoke with tower_revoke_agent.

Parametersnamerequiredscopesrequireduse_for_session

tower_list_agents

List agents (Overwing Tower)

List this organization's Tower agents with scopes, status and last use. Keys are never returned. Needs an organization key.

Takes no parameters.

tower_revoke_agent

Revoke an agent (Overwing Tower)

Revoke an agent. Its key stops working at once and cannot be restored. Needs an organization key.

Parametersagent_idrequired

tower_capabilities

What may I do? (Overwing Tower)

List the operations this agent is allowed to call, each with the JSON Schema its input must match and its compensating operation. Call this first; build inputs from the schema rather than guessing. Needs an agent key.

Takes no parameters.

tower_decide

Would this be allowed? (Overwing Tower)

Ask Tower how it would rule on an operation without doing anything: auto (would execute), review (a person must approve), or reject. Returns the score, the reason, and each policy question's answer. No side effects. Needs an agent key.

Parametersinputrequiredoperationrequired

tower_submit_action

Request an action (Overwing Tower)

Ask Tower to perform an operation on the legacy system. Tower decides: executed (done), pending (a person must approve; poll tower_get_action, do not resubmit), or rejected (do not retry unchanged). Always send an idempotency_key that is stable for this business request, such as the source message id: repeating a key returns the original outcome instead of acting twice. Set dry_run to see the decision without executing. Needs an agent key.

Parametersinputrequireddry_runoperationrequiredidempotency_keyrequired

tower_get_action

Get an action (Overwing Tower)

Status and result of an action: pending, approved, executed, failed, compensated, or rejected. Use it to poll an action that is waiting on human review. Needs an agent key.

Parametersaction_idrequired
