Before you install
submit_event and report_event_change write to an operator review queue and should only be called when the user asks to report something; submissions stay unpublished until approved. Keep the report ID and edit key from a submission, since they are needed to check its status.

Installation

Web executable via Streamable HTTP. Remote servers run from the web runtime once configured in a workspace.
