Overview
Remote MCP server giving assistants public construction cost data for Japan (JCCDB) and the United States (USCCDB), each row with source URL and licence.
- What it does
- Exposes read-only lookup tools over public construction cost datasets. Japan tools cover line items, source-cited observations, MLIT public-works design labor rates by prefecture and trade, regional comparisons, work unit prices, cost index series, and a coverage check. U.S. tools cover public prices across layers, Davis-Bacon prevailing wages, Census permits, DoD area cost factors, price chains from landed import to contractor, trade margins, and contract discounts. Every row carries its source URL and licence; computed values are flagged and failed lookups return fetch_failed rather than empty results.
- When to use it
- Use it when an assistant needs cited reference figures on Japanese or U.S. construction costs: checking public-works unit prices, labor rates, prevailing wages, permits, indexes, or import and margin chains. It is reference data, not a renovation quote, so treat outputs as inputs to further analysis.
- Requirements
- A remote Streamable HTTP endpoint at No API key, authentication, environment variables, or headers are declared, and no local package is needed; network access to the endpoint is required.
Installation

- Open HORIZON SHIELD Construction Cost Data: JCCDB (Japan) and USCCDB (United States) in the dashboard and add it to a workspace.
- Enable the server for the chats that should use its tools.
Web executable via Streamable HTTP. Remote servers run from the web runtime once configured in a workspace.

HORIZON SHIELD Construction Cost Data (JCCDB + USCCDB)
An MCP server (Streamable HTTP, stateless, no key) for public construction cost data:
- Japan, JCCDB v5.0: 425,765 records, 95,403 line items and 330,362 source-cited observations. DOI 10.5281/zenodo.22980284

Every row carries its source URL and licence. Values this service computes are marked computed:true. A lookup that could not be made comes back as fetch_failed:true, never as zero rows. Public-works unit prices, statistics and chain estimates are reference data, not renovation quotes.
To check whether a Japanese renovation quote is fair, use the HORIZON SHIELD server: https://mcp.horizonshield.dev/mcp. The two servers were one until 2026-10-02; the data tools moved here so each server does one job. The moved tools still answer on the old server for now, with a pointer here.
The tool definitions are generated from what the old server served (build/build_worker.py, build/data_tools.json), so names, descriptions and schemas did not change in the move. Test, offline: node test/ccdb.test.mjs.
