Where a mobile operator keeps a customer's own usage history and how to get it out: the portal page to open (the customer logs in themselves), the steps, the download format, how many months it goes back and whether invoices show usage. Its output is where the per-day or per-month usage for find_better_plan comes from. Gives generic steps when the operator has no recipe yet.
