Supply lowercase ASCII slug (max80), current expected_version, section_revision from existing section or empty string for a NEW unused slug, unique request_id (1-64 letters/digits/._:-), and payload EXACTLY {title:{ru,en},description:{ru,en},article_ids:[existing integer IDs]}. Both localized titles are required plain text max64, descriptions plain text max1000, at most1000 distinct article IDs. Does not create/change a public tag, change any article, or publish other content. Returns version and saved draft_revision. Returns shared version, exact draft_revision, localized title/description/canonical URL and selected article titles/URLs/active flags. Context only, not a public webpage. Inactive articles will stay hidden publicly until their original author separately publishes them. Never publishes or changes state.

Publish ONLY one saved materials section and its selected article memberships after approval, using separate administrative publish authorization. Read/get and preview RU/EN first; supply fresh expected_version, exact saved draft_revision, slug and new unique request_id. Checks public section revision/membership under DB locks, preserves other tags/relations and all article text/authorship/URLs/publication state. Never activates/publishes an article or other online-page drafts. Returns version and section with current revision/URLs. Identical retries reuse all arguments/ID; changed arguments conflict; pending ambiguous writes fail closed.

Shared admin validation enforces FAQ/effectiveness, bilingual references and current permissions. Read state first; use expected_version and request_id. Prepare authorized base64 supplied visual or audio media (max100MiB/10min) using native ffprobe/ffmpeg. Audio accepts OGG/Opus, MP3, WAV, M4A, AAC, FLAC; preserves private original and returns validated MP3 URL, audio/mpeg MIME, duration and empty poster_url. Visual media retains its existing web/poster output. No arbitrary path/URL fetch, no publication. FFmpeg must already be installed.
