Use whenever someone asks who decides in their project, wants to write or fix a GOVERNANCE.md, is adding or removing maintainers, worries about bus factor or a single-vendor-controlled project, faces a deadlocked or contested decision, or is preparing a foundation donation - even if they only say the project has no rules.
