Creates and maintains project context artifacts (product.md, tech-stack.md, workflow.md, tracks.md) in a `conductor/` directory. Scaffolds new projects from scratch, extracts context from existing codebases, validates artifact consistency before implementation, and synchronizes documents as the project evolves.
